天地不对众生做分别，不管是有情众生，还是无情众生，视一切众生平等如刍狗，这是天地的大仁之处。圣人不对百姓做分别，也同样像天地对待万物那样对待百姓。不管是百姓是善还是恶，皆一视平等，这是圣人的大仁之处。天地之间，岂不像个风箱一样吗？它空虚而不枯竭，越鼓动风就越多，生生不息。政令繁多反而更加使人困惑，更行不通，不如保持虚静。
the god do not different all species in the world, no matter they have the mind or not, the god look at them as the equal and slim. this is where we can fell the kind of the god. A great person do not different who people are, he treat everything equally. No matter people are kind or bad, he see them as equal person. this is where we can fell the kind of a great person. Isn\'t our wold like a air bellow？It is empty but not dried up。 The more we use it, the more wind it produce, never stop. make too much policy is easy to confused people, it is not wording, the better way to deal with it, is keep it normal and protect the peace.
