      On behalf of the Department of Synergy Coordination, I would like to thank your department for sending a representative to our first Inter-Departmental Information Sharing Meeting this past Wednesday (23 Jan). The valuable input from the departmental representatives has laid a solid foundation for the future work of the DSC.
      In accordance with the consensus reached at the meeting, the DSC proposes to establish a non-binding Dedicated Liaison Officer for Information Notification (DLO) mechanism, to promote the convenience and transparency of information flow within Whitehall. This mechanism aims to provide a clear, stable, and procedural channel of communication for all departments, assisting the DSC in fulfilling its coordination function while fully respecting the existing information management procedures and autonomous decision-making powers of each department.
      To ensure that this mechanism respects the existing authorities and working processes of each department, the following basic principles are now clarified:
      1. Non-binding Nature
      Your department retains full control and decision-making power over all information. Inquiries from the DSC do not constitute a legal requirement but are requests of a coordinating nature. The designation of a DLO and the performance of their duties are based entirely on a voluntary and cooperative spirit and do not constitute any mandatory obligation.
      2. Respect for Existing Procedures
      All information inquiries and responses will follow your department's current information classification guidelines, confidentiality rules, and approval processes. The DSC has no intention of bypassing, changing, or challenging your department's existing information management mechanisms.
      3. Limited Scope
      Inquiry content will focus on information required for inter-departmental coordination that is already public or that your department is willing to share. We do not intend to seek, nor will we pressure your department to provide, any sensitive, confidential, or unauthorised information.
      4. Two-way Communication
      This mechanism also provides a convenient channel for your department to submit coordination needs or information inquiries to the DSC. We hope this will become a mutually beneficial platform.
      5. Confidentiality and Security
      All information transmitted through the DLO channel will be handled in strict accordance with the Official Secrets Act and each department's information security procedures. Classified Information is not applicable to this mechanism and should continue to be handled through existing secure channels and procedures.
      To ensure the effective operation of the mechanism, we kindly request that your department:
      6. Liaison Officer Candidate Suggestions
      ?? It is suggested that the officer be of Assistant Secretary or Principal level, with a thorough understanding of your department's information processes, and a stable tenure (a minimum of 12 months is recommended) to maintain continuity of contact.
      ?? Priority should be given to officials currently responsible for inter-departmental coordination, information management, or policy planning. If your department already has a similar liaison role (e.g., Parliamentary Liaison Officer, Cabinet Office Liaison Officer), consideration could be given to this officer holding the role concurrently to reduce additional workload.
      7. Information requested from your department:

      8. Method of Reply
